Every gradient step an agent takes shifts the distribution of its partner’s actions, turning cooperative partners into sources of stochastic noise that can trigger irreversible defection cascades. We introduce RATTL, which modulates gradient updates based on partner unpredictability to sustain cooperation even under severe non-stationarity.
